Delaware Book Publishing Services With a Team That Answers the Phone

Kinetic Digital Publishers, a book publishing company since 2014, delivers book publishing services in Delaware to self-publishing authors in Wilmington and Dover. Packages begin at $299, most projects finish in 4-8 weeks, and 100% of your rights and royalties remain yours. We work with Delaware authors by phone and video call, and you are welcome to meet us in person at our head office in Dallas, Texas.

Delaware books cover a lot of ground for a small state: a career in corporate law, a childhood on the coast, a family business, a town's history, or a novel carried for years. You get one named project manager and scheduled calls at each stage, so there is always a person to talk to instead of a ticket queue.

Delaware Writing Groups, Libraries and Book Events Worth Knowing

Delaware's book world runs largely through its libraries and a few dedicated independents. These are the places we would start.

  • Delaware Center for the Book. Established in 2003 within the Delaware Division of Libraries, it is the state's affiliate of the Library of Congress Center for the Book. It connects Delaware to the National Book Festival and runs the statewide Summer Library Reading Program, so it is the right office to know if you write for children or want your book in front of librarians.
  • Delaware Heritage Collection. A free online collection from Delaware Libraries of documents, artwork, maps, newspapers, photos and audio and video recordings about the state's history and culture. If you are writing a family history, a local history or a memoir set in Delaware, it is a strong place to find images and records, though you will still need to check permissions before printing anything.
  • The Hockessin BookShelf. A new and used bookstore at 7179 Lancaster Pike in Hockessin, open since 2002. It hosts both nationally and locally published authors, plus book clubs and workshops, and it has an author consignment request form for local writers who want their book on its shelves.
  • Delaware Division of the Arts. Its Individual Artist Fellowships include four literary categories: fiction, creative nonfiction, poetry and playwriting. Awards are $5,000 for emerging, $8,000 for established and $12,000 for masters-level artists. You must be 18 or older, have lived in Delaware for at least a year and not be enrolled in a degree program. The next deadline is August 2, 2027.

Where we fit in: a consignment shelf or a fellowship panel judges the finished book. We make sure the edit, cover and interior are ready for that look.

Selling Your Book in Delaware: Sales Tax, Events and Online Stores

No sales tax. The Delaware Division of Revenue states that Delaware does not impose a state or local sales tax, so you do not add tax to the price when you sell copies to readers in Delaware.

What applies instead. Delaware charges a gross receipts tax on the seller rather than the buyer. Rates run from 0.0945% to 1.9914% depending on the business activity, and most businesses get an exclusion that generally starts at $100,000 a month. The Division also says that anyone conducting a trade or business in Delaware needs a Delaware business license, and your city or county may require its own. If you are not sure whether selling your own book at signings counts, the Division's Nexus Questionnaire is the place to ask.

Online stores. With no sales tax to collect, marketplaces add none for Delaware buyers.

The federal side. Bowker sells ISBNs, the U.S. Copyright Office registers copyright, and the Library of Congress offers an optional, free control number through its PCN program.

This is general information, not tax or legal advice.

How to Choose a Book Publisher in Delaware

Most Delaware authors weigh two options: a press that buys the rights and pays royalties, or a self-publishing service you pay for the work while you keep the rights. A hybrid deal mixes both; read it closely before you sign.

The main traditional option among book publishers in Delaware is the University of Delaware Press in Newark. It asks authors to send a detailed proposal to its director before any manuscript, and it publishes scholarly work, not unrevised dissertations. Novelists, memoirists and most nonfiction writers will usually need an agent and an out-of-state publisher, or choose self-publishing.

Whichever service you consider, confirm three things before paying: the ISBN and store accounts are in your name, royalties go straight to you, and every service is listed in the quote.

A Small State Deserves the Same Standard as a Large One

Living outside a publishing hub has no bearing on what your book can look like. Editing, design and distribution are the same work wherever the author lives, and readers on Amazon cannot tell where a book was made.

We take your manuscript through structural editing, line editing and proofreading, then design a cover for your category and typeset interiors for print and ebook. If your manuscript only needs proofreading and formatting, you can order just those services.

From Wilmington to Dover to the beach towns, the publishing setup covers Amazon KDP, Apple Books, Barnes & Noble, Kobo and the rest, with the accounts and the royalties in your name.

Delaware has no state or local sales tax, so there is no sales tax license to get. The Division of Revenue does say anyone conducting a trade or business in Delaware needs a Delaware business license, and sellers may owe gross receipts tax above the exclusion. If you are unsure, use its Nexus Questionnaire. This is general information, not tax advice.

Bookstore events are a good start: the Hockessin BookShelf hosts local and national authors, book clubs and workshops. Your public library is another: Delaware Libraries publish adult events for branches across the state, and the Delaware Center for the Book runs its programs through them.

Only a few. The University of Delaware Press in Newark accepts scholarly proposals, sent to its director before any manuscript. For fiction, memoir and general nonfiction, Delaware authors usually query agents and out-of-state publishers or self-publish, which keeps the rights and royalties with them.

No. Our head office is in Dallas, Texas. Delaware authors get a named project manager and scheduled phone and video calls at every stage, and anyone who prefers a face-to-face meeting can visit us in Dallas. Ring +1 (855) 209-8899 to set up your first call.

Often, yes. We set up expanded distribution so stores and libraries can order your print edition, and some independents take local authors on consignment; the Hockessin BookShelf, for example, has a consignment request form. Ask each store about its terms, since every shop decides for itself.

Packages begin at $299. The final price depends on whether you need a full edit or only proofreading and formatting, plus design and marketing, and you see a quote in your free consultation before any work starts. See our publishing packages or read the [full cost breakdown](/blogs/cost-of-publishing-a-book-in-2026-complete-breakdown).

Yes. Your rights stay 100% yours. We work on a service basis, the store accounts are in your name, and royalties are paid directly to you.
